I try to art. But I can't art. I'm literally on the verge of giving up again after the last time I gave up, which lasted for almost 4 years.

It's just a blockade. You can get over it! Try finding a new place to draw in. The coffee shop down the block, or your local McDonalds. A change of scenery helps sometimes :)
